Accessible public transport in Dubai: Metro, tram, buses, water transport, taxis and parking for People of Determination

Dubai's Roads and Transport Authority (RTA) has built accessibility into most of its network, but knowing that a service is accessible is not the same as knowing how a journey will actually work on the day. This guide goes through each mode of public transport in turn, from the Metro and tram to buses, the water bus, taxis and driving, and explains which accessibility features RTA describes, which concessions and permits exist, and what you should confirm before you set off. In the UAE, people with disabilities are officially called People of Determination, so that is the term you will see on signs, cards and booking screens. Fares, eligibility rules and permit procedures change, so we describe what the official pages said when we checked them and point you back to those pages before you rely on a concession.

How this guide fits with our accessible travel guide

Our accessible Dubai travel guide covers the whole trip: airline and airport assistance, hotels, beaches, attractions and a pre-departure checklist. This guide zooms in on one part of that picture, getting around the city once you have arrived, and goes into more detail on how each mode works for wheelchair users, people with visual or hearing impairments, older travellers and anyone who needs a step-free route.

If you are new to Dubai's transport system in general, start with our getting around Dubai guide and our public transport and nol card guide, which explain zones, fares and how to top up a card. The sections below assume that background and focus on accessibility.

Dubai Metro: step-free stations and on-board features

The Metro is usually the easiest way for a wheelchair user to cover long distances in Dubai, because trains run on dedicated tracks and every station is served by lifts. RTA lists contrasting tactile guidance paths for passengers with difficulty seeing, audible beeps and flashing lights when doors open and close, dedicated wheelchair spaces on all trains, lift access to all station levels and information screens throughout trains and stations. Khaleej Times, summarising RTA's services, adds that all Metro stations have toilets with stalls for People of Determination, that escalators have emergency stop buttons and that automatic doors make entry easier.

In practice, the walk between the station and your destination is often the harder part of the journey. Many Metro stations connect to malls and towers through long air-conditioned footbridges, which are comfortable but can add several hundred metres. RTA notes that some of its footbridges are fitted with lifts, but it is worth checking the exit you plan to use on a map before you travel, and allowing extra time if a lift is out of service. Travelling outside the morning and evening rush hours also makes it much easier to reach the wheelchair space and board without pressure.

  • Lifts to every station level and dedicated wheelchair spaces on all trains, according to RTA.
  • Tactile paths, audible door warnings, flashing door lights and information screens for passengers with sensory impairments.
  • Accessible toilets at stations; ask station staff if you need help finding a lift or exit.
  • Plan the walk from the station to your destination, not just the train ride.

Dubai Tram

The Dubai Tram serves the Dubai Marina, Jumeirah Beach Residence and Al Sufouh area and connects with the Metro and the Palm Monorail interchange area. RTA describes the same core accessibility features on the tram as on the Metro, including tactile guidance paths, audible and visual door signals, wheelchair spaces and information screens, and RTA's Customers Council has described designated places for People of Determination on board the metro, tram, buses and marine transport.

Tram stops are enclosed, air-conditioned platforms with platform screen doors, which helps in the summer heat. Before travelling, check which side of the road your stop is on and how you will cross: some stops are reached by crossings at road level, and the route to your hotel or the beach may involve kerbs and longer walks than a map suggests.

Public buses

RTA's People of Determination page describes newer buses with lowered floors and dedicated wheelchair spaces, and Khaleej Times notes that stop-request buttons are placed within easy reach around the bus and that many bus stops have air-conditioned shelters. The UAE government portal also states that Dubai's public buses are equipped for the comfort and accessibility of People of Determination.

Buses are the most variable part of the network for wheelchair users, because accessibility depends on the vehicle, the condition of the kerb at each stop and how busy the bus is. If a bus journey is essential, plan it for daytime, off-peak hours, allow time to wait for a following bus if the first is crowded, and keep a taxi booking option in reserve for the return trip.

  • Low-floor buses with wheelchair spaces on newer vehicles.
  • Accessible stop-request buttons and many air-conditioned shelters.
  • Plan off-peak travel and keep a backup option for the return journey.

Water bus, Dubai Ferry and traditional abras

Marine transport is part of RTA's network, and RTA states that its marine transport stations are designed to be user-friendly for People of Determination. On its People of Determination page, RTA says the water bus can carry up to three wheelchairs, that the crew help People of Determination to board, and that an employee is deployed at each marina. Khaleej Times adds that LCD screens on the water bus display important information and safety procedures, which is helpful for passengers with hearing impairments.

Traditional abras crossing Dubai Creek are small, open wooden boats boarded by stepping down from the quay, and the water level and boat movement change the step height through the day. If you use a wheelchair or have limited mobility, the water bus or Dubai Ferry is usually the more practical choice; if you still want an abra crossing, ask the staff at the station whether boarding is possible on that day before you buy a ticket.

The People of Determination nol card

RTA states that People of Determination cards are issued only as personalised nol cards, and that holders can travel free on the Dubai Metro and Dubai's public buses. The Government of Dubai's dubai.ae portal also lists the tram among the services covered, so if your plans depend on free tram travel, confirm the current rules with RTA. RTA's page explains that the card's stored balance can be used for other services such as parking and water bus trips, which suggests those are not automatically free.

The card is registered to the holder and applied for through RTA rather than bought at a ticket machine, and RTA sets the eligibility rules, documents and any card fee. Official pages have described the fee differently over time, so check the current requirements on RTA's website or at an RTA customer happiness centre. Short-stay visitors should not assume they qualify; a standard nol card works for every passenger and is the simplest option for a short trip.

Taxis for People of Determination

For door-to-door journeys, Dubai Taxi runs a People of Determination Taxi service with specially equipped vehicles, which Khaleej Times describes as fitted with lifts. According to Visit Dubai, these taxis can be found at the airports or reserved through the Dubai Taxi (DTC) app or by calling the DTC customer care toll-free number 800 88088, and the Dubai Media Office reported that the service is available around the clock. RTA states that People of Determination are charged on the same basis as normal taxis in Dubai.

Book a wheelchair-equipped vehicle in advance rather than hoping to hail one on the street, and when you book, give the size and weight of your wheelchair and an exact pickup point. For hotel and mall pickups, a named entrance or taxi rank is easier for drivers to find than a general address. Our Dubai taxis and ride-hailing guide explains fares, apps and the other taxi types in more detail.

Driving and parking: RTA permits for People of Determination

If you drive or are driven in Dubai, RTA issues free parking permits to People of Determination. According to the Government of Dubai Media Office, the permit types include permanent and temporary permits, a tourist permit for People of Determination, a permit for rehabilitation centres and a permit for special medical conditions, allowing holders to use public parking free of charge along with parking bays reserved for People of Determination. Since August 2023 these permits have been digital, so they no longer need to be printed and displayed, and a single permit can list up to five vehicles, although only one can be active at a time.

In September 2024 the Ministry of Community Development announced a unified electronic link between Abu Dhabi and Dubai, so People of Determination holding a permit from either emirate can use designated bays in both without displaying a paper permit. Visitors who hold a disabled parking permit at home should look at RTA's tourist permit and apply through RTA's website, app or a customer happiness centre before they need it, because a home-country badge on the dashboard is not a Dubai permit in itself.

Designated bays are strictly enforced. Gulf News reports that parking in a space reserved for People of Determination without authorisation is a federal traffic offence carrying a fine of AED 1,000 and six black points. If you are renting a car, ask the rental company how to link a permit to the vehicle's plate.

  • Permit types include permanent, temporary and tourist permits for People of Determination.
  • Digital permits since 2023, linking up to five vehicles with one active at a time.
  • Unified recognition of Dubai and Abu Dhabi permits since 2024.
  • Unauthorised use of a reserved bay: AED 1,000 fine and six black points.

Customer service, help on the day and planning tips

RTA says it dedicates counters to People of Determination at its key customer service centres, gives them priority at branch centres and provides a fast-track queue. At Metro and tram stations, staff can help with lifts, exits and boarding, so it is worth asking rather than searching for a route on your own.

A little planning goes a long way. Check whether your hotel is close to a Metro station with a step-free route, save the DTC number and app on your phone, and avoid the hottest part of the day in summer, when even short outdoor transfers between a station and a building can be tiring. If you travel with a carer, ask in advance whether a concession or free entry for a companion applies at the attractions you plan to visit, as rules differ by venue.

  • Ask station staff for help with lifts, exits and boarding.
  • Save the DTC app and 800 88088 for equipped taxis.
  • Check People of Determination nol card eligibility with RTA before relying on free travel.
  • Apply for an RTA parking permit before you drive, and never use a reserved bay without one.
  • Travel off-peak and plan the last few hundred metres of each journey.
